Viva Max (1969)

I watched this because of Peter Ustinov but some of the bit part actors got most of the laughs. Jonothan Winters doesn't have to do much to get a laugh from me and he did especially when he explains why he didn't make it to the front during the war, because he hadn't finished installing the fluorescent tubes in the camp! Actually the plot is a bit of an odd-ball, a Mexican General (Ustinov) occupies El-Alamo in modern day (1969) San Antonio, to try and impress his mistress. The Chief police gets the call and erroneously believes its the university students doing this again. So the farce begins and everyone gets their fair share of spoof, though Mexico didn't think it was funny and they banned the film. There are sporadic laughs to be had  and some of it doesn't quite come off but it's quite entertaining.
